Only if the rooms are genuinely open to each other. A ductless head throws air in one direction and relies on room circulation, so it cannot condition a second room through a doorway with any consistency. Is 19 SEER2 a step down from the 9,000 BTU model's 20.5?
On paper, yes — 19.0 SEER2 versus 20.5 SEER2. In practice the ratings apply to different capacities and are not interchangeable. A correctly sized 12,000 BTU system at 19 SEER2 will almost always outperform an undersized 9,000 BTU system forced to run at full output continuously, because inverter equipment earns its efficiency at part load.
Can this system be used for continuous equipment or server room cooling?
